In September 2019, the Civil Engineering and Development Department (CEDD) and the Planning Department (PlanD) jointly commissioned a Feasibility Study on the first phase development of New Territories North, with the aim to formulate a Preliminary Outline Development Plan for the San Tin / Lok Ma Chau (LMC) Development Node. An Initial Land Use Plan for the San Tin / LMC area was presented to the Legislative Council in mid-2021. In October 2021, CEDD and PlanD jointly commissioned an Investigation Study to expand the development area in San Tin / LMC and formulate a Recommended Outline Development Plan (RODP) for the area. On 23 May 2023, the RODP was discussed at the meeting of the Development Panel of the Legislative Council.
